I have been laying brick for the last couple of days in between bad weather and good, while trying to establish some neighborhood meetings and, on occasion, work.
Finally someone has decided that it is okay to have a Jackson Gun Range in town.

Banks are in reality, a rather old type of business. Originally, before paper money and checks, gold and silver were the monies in daily use. People who were wealthy, needed a place to store their gold and silver which was surplus, so they used a storage facility, which is what banks were. The banker charged for his services, and gave a receipt for the gold and silver...........

SB
3995/ HB 3297 (Norris/ Lundberg) requires county commissions to appoint
representatives to serve on municipal planning commissions that serve as
regional planning commissions. Such appointments under the bill would guarantee
counties one representative for a commission comprised of five or fewer members,
and two appointments for commissions with greater than five members.
SB 3809/ HB 3522 (Stanley/Fitzhugh) requires municipally-owned utilities and rural cooperatively-owned utilities to allow telecom providers and cable operators to make pole attachments at "reasonable, just and non-discriminatory cost-based rates;" stipulates that the denial of an attachment will only be allowed upon a showing of insufficient capacity and for reasons of safety, reliability, and technical impossibility; and prohibits in-kind payments allowed in exchange for or as a condition to attachment. The bill requires the TRA to mediate disputes. The bill is anticipated to decrease local government revenues by at least $4 million.
HB 2760/ SB 2947 (Bibb/ Haynes) revises regional and municipal planning statutes to require a 30-day notice of a public hearing prior to the final adoption or amendment of a regional plan in areas where there are inadequate or nonexistent publicly-owned and maintained services and facilities. The bill also requires the local governing body's approval of a planning commission's general regional plan and restricts the governing body's ability to amend such plan without the planning commission's approval. The bill was amended to allow a governing body to amend the commission's recommendation at any time.
Cameras Utilized by Law Enforcement Agencies: SB 3423/ HB 3854 (Burchett/ McCord) requires notice of all traffic violations captured by surveillance cameras to be sent by certified mail.
HB 410/ SB 714 (Todd/ Stanley) authorizes a person with a handgun permit who is not consuming alcohol to carry handgun in building where beer or alcoholic beverages are being served subject to posting of property provisions.
HB 702/ SB 23 (McCord/ Jackson) authorizes a person with a handgun permit who is not consuming alcohol to carry a handgun in a building where beer or alcoholic beverages are being served.

3994/ SB 3813 (L. DeBerry/ Tate) allows local governments to issue bonds to
fund additional benefits, including life, dental, and vision insurance.
